Lag problem found & fixed, Sieges moved for next week.

Problem was caused by updated version of linux kernel from 3.0.0-14-server to 3.0.0-15-server.
Seems like the new kernel has some problems, we reverted to version 3.0.0-14-server

We're sorry for any invonveniance caused.

We have some unexpected problems with the server machine and we are working faster to fix it.
Servers will be up soon.

Today is a very laggy day, but this isnt caused by the previous problems we've had, apparently some faggots found a way to flood us ingame. Thats why it lagged so horribly.

* Possible fix for the lag problems.
* Fixing some problems at the TvT event.
* Now unflagged players can attack flagged players with skill only when using CTRL. Once flagged, they dont need to press CTRL.
* Static reuse from Warp skill is removed.
